The ambitious trilateral highway between India, Myanmar and Thailand is likely to be completed by 2016 and one would be able to drive from North East India to Mae Sot of Thailand via Myanmar! The projected date of completion was announced by Prime Minister, Dr Manmohan Singh during his opening remarks at the 10th India ASEAN Summit in PHNOM PENH on 19th Nov 2012.

he Trilateral Highway Task Force met in New Delhi and resolved to establish connectivity from Moreh in India to Mae Sot in Thailand by 2016. These are welcome steps in implementing the vision of India-ASEAN connectivity, said the Prime Minister.

“We await route alignments on the extension of the Trilateral Highway and the proposed new highway to Vietnam, so that these can be examined in an integrated manner. I look forward to early completion of the feasibility studies,” he said.

Connectivity with ASEAN in all its dimensions – physical, institutional and people-to-people – continues to be a strategic priority for India. Two major commemorative events this year – the India-ASEAN Car Rally and the ASEAN Sailing Expedition of the Indian Naval Ship Sudarshini – highlight the importance and the potential for connecting India and ASEAN by sea, surface and air links, the Prime Minister further said.

This is surely a good news for landlocked states of North East India. With this connectivity, businessmen of North East India would have access to South East Asian market for their products like tea, coals etc.

This road may also help in attracting tourists from South Asian countries.

We hope that this project completes in time and may help economic development in North East India.

Armstrong Pame is first IAS ( Indian Administrative Officer) from his Zeme tribe of Tamenglong district in Manipur where he serves as sub-divisional magistrate. He is making a 100KM road now christened Tamenglong-Haflong Road from his home district to Assam which will connect three states, Manipur, Nagaland and Assam. He is constructing the road without any government help.

As per news, government had sanctioned Rs. 101 crore way back in 1982 for the construction of the same road. No news about the money so far, but the road was not constructed and people from villages in Tousem used to walk 60KM for 25KGs of ration which took them about four days. And the ration of 25KGs lasted for about 10 days.

Armstrong Pame graduated from St. Stephens College in Delhi in 2005.

“In June-July this year, there was an outbreak of tropical diseases like typhoid and malaria. It takes two days for anyone in the village to make it to the nearest hospital on foot in the absence of a motorable road. Hundreds of patients had to be carried on makeshift bamboo stretchers, but very few made it to the town alive”, he got frustrated with this situation and pooled in his and family’s own money to raise Rs. 4 lacs and started the construction of the road.

He started a Facebook page to raise money for the project and donation poured in from alla round the world!

The complete story is in Times Of India.

This is truly an inspiring story from North East India, which normally finds a place in national media for wrong reasons.

With both state governments, Assam and Arunachal PRadesh, giving clearance for land acquisition for railway line from Harmuti railway station in Lakhimpur district to Nahar Lagun in Papum Pare district of Arunachal Pradesh. The distance between Harmuti and Nahar Lagun is 9KM and is 7KM away from Arunachal Pradesh capital Itanagar.

It may be mentioned that, the gauge conversion work from existing meter gauge broad gauge from Rangiya to MurkongSelek is in full swing and likely to be completed by December 2013.

Presently, Arunachal Pradesh is connected to railway map of India by mere 1.26KM at Bhalukpung in West Kameng district from Balipara, which is again on Rangiya-Murkonselek railway line, under gauge conversion.

A new line from Harmuti to Itanagar was sanctioned in 1996-97 but the project was put on hold following a request of the Arunachal Pradesh State govt. Finally, the State govt approved the alignment from Harmuti to Itanagar in October 2006 and consented to get the line terminated at Naharlagun.

We hope, with this train connectivity with rest of the country through BG line, Arunachal Pradesh would be easily accessible.

Presently, anyone willing to visit Arunachal Pradesh requires ILP ( Inner Line Permit) which can be obtained easily at various Arunachal Bhawan present in major cities through out India.

National Socialist Council of Nagaland ( NSCN – IM) Isak-Muivah faction has denied that they have given written assurance of accepting Indian constitution in order to solve decade old Indo-Naga conflict, reports Assam Tribune.

Few days ago, news items were carried in national media that the Centre has secured a written commitment from the NSCN-IM that it will accept the Indian Constitution. The Naga group has also reportedly recognised the impracticality of redrawing State boundaries in the interest of peace in the North East, says Convenor of the Steering Committee (NSCN-IM), Qhevihe Swu

NSCN-IM is negotiating with central government over resolution of Indo-Naga conflict since 1997 when both parties agreed for ceasefire.

Swu lashed out at the national media for what he called ‘spreading false propaganda’, while further alleging that such baseless report with malafide intent was aimed at misleading the public and to create disharmony in the Naga society.

Another NSCN-IM official, on condition of anonymity, berated the national media for publishing ‘wrong reports’ at the present juncture when peace talk process is at a crucial stage. He also said they should disclose their source of information while saying that the report is against the interest of the Nagas.

According to a report, senior NSCN-IM leader VS Atem, who is emissary to the collective leadership, refused to comment anything at this juncture. “This is not the right time to give comments. I will dwell on the matter another day, please don’t mind,” he said.

NSCN-IM and its rival faction NASN-K ( Khaplang) groups are thought to be training various other insurgent groups in North East India. So, if some solution is reached by NSCN and Government of India, most probably, insurgency will further come down in North East India.

Superintendent of Police of the Special Investigation Cell, MS Chauhan, went reportedly missing while traveling from Itanagar to Tawang, from Tippi around 2.30 pm on Tuesday, 15 Oct 2012.

Chauhan was appointed as the special investigating officer to probe the multi-crore PDS scam in Arunachal Pradesh in 2008 as per the directive of the Gauhati High Court following a PIL filed with the HC in 2004.

The matter was reported to the Bhalukpong police station around 5 pm after the inspector and the constable unsuccessfully searched for their boss for more than two hours in Tippi and its vicinity, informed West Kameng SP T T Lama.

Even though he ruled out any possibility of the senior IPS officer being kidnapped citing that the place where Chauhan got down from the vehicle was reasonably a busy area, the district SP said a kidnapping case against unknown person(s) has been registered with the Bhalukpong PS and a search and combing operation is on.

Bangladesh can be credited with India’s successful split of ULFA, one of the most powerful and famous insurgent group in North East India.

Bangladesh authorities had ‘pushed back’ ULFA chairman Arabind Rajkhowa along with many others through its border posts to India who were promptly arrested by Indian authorities. Apart from many ULFA cadres, leaders from Manipur insurgents too were similarly pushed back to India as India and Bangladesh does not have an extradition treaty. These arrangements worked as Bangladesh elected pro-India party Awami League in 2008.

All these may change if known anti-India party Bangladesh Nationalist Party (BNP) wins the next election.

Insurgents in North East India established bases in Bangladesh exploiting the porous border between India and Bangladesh. Bangladesh offered an option when ever security forces of Myanmar put pressure on them in Myanmar where traditionally insurgents from North East India established bases.

So, we hope a friendly government wins in election in Bangladesh and the peace in North East India is maintained.

Yesterday, MESO ( North East Students Organisation) staged a massive rally at Latashil field in Guwahati. It was supported by many organisations and participated by all walks of life.

This protest was organised by AASU ( All Assam Student Union) which spearheaded 6 year agitation for expulsion of illegal immigrants from 1979 to 1985 which resulted in birth of AGP ( Assam Gana Parishad) which captured power after election was held.

NESO secretary general Gumjum Haider, said, “The movement is not against Muslims, Hindus or any other community. It is against the illegal migrants staying in the North-east.”

After Assam Bandh called by AAMSU ( All Assam Minority Students Union) which saw many violent incidents which resulted in death of one person and attack on journalists at various places, anti-illegal sentiments seems to be growing in Assam as well as other parts of North Eastern states.

While many people cite census figures to show that not massive influx has happened, but nobody is talking about shrinking land occupied by indigenous people as well as marshy lands, forest lands and encroachments of Vaishnavite Satras.

This protest rally by all students organisation of North East India is significant i the wake of recent BTAD violence. The participation was almost spontaneous and many compare this as those Assam Agitation days when people came out to streets some 30 years ago for the same cause.
