PRC to Non-APST : AAPSU Protests

The Arunachal Government has ordered to issue PRC (Permanent Residential Certificate) to non-APST in Lohit And Changlang districts of Arunachal Pradesh by Office Memorandum vide No.POL-193/2004/453 dated 24 June 2010. All Arunachal Pradesh Students Union ( AAPSU ) has termed this violation of Bengal Eastern Frontier Regulation Act of 1873 and Supreme Court orders and demanded to cancel this order with immediate effect.

As per the order, a person may be issued PRC ( Permanent Residential Certificate) to Non-APST ( Non Arunachal Pradesh Scheduled tribes) who have settled down in the Lohit and the Changlang districts prior to 1968 and in respect of whom proper records are available with the administration.

It is made clear that issue of such permanent Residential Certificate shall not entitle the Non-APST to claim for APST status and they will be entitled to claim any benefit or reservations meant for APST, it read.

AAPSU has pointed out that, these two districts are hideouts for many insurgents groups in North East India which includes ULFA from Assam, NSCN from Nagaland. AAPSU has threatened to lodge a complaint in SC/ST commission.

Meanwhile the AAPSU has questioned the Chief Secretary Tabom Bam for not being sympathetic to the cause of the people of the state while alleging him of being indifferent to the cause and suffering of the people of the state. Citizens have not seen the Chief Secretary ever coming out to comfort the people of the even as state continues to bear boundary tension, refugee issue, Union said. We have never questioned him even though he has over stayed his tenure as Chief Secretary because all these while we have been thinking that he would work for the cause of the state being an indigenous Arunachalee, the Union added.
