North East insurgency needs special strategy

Insurgency in North East should never be equated with that in Jammu and Kashmir. While dealing with insurgency in the North East states, the Government of India should adopt different strategies for different states depending on the ground situation instead of clubbing the same together, observed former GOC of the 4 Corps of the Army, Lt Gen DB Shekhatkar.

As per Assam Tribune report, China helped insurgent groups of north east India and China never admitted it unlike Pakistan which openly supports insurgents in Jammu and Kashmir. More ever, insurgents in north east India are majorly home grown.

Talks on ULFA-GOI talks

The talks between ULFA-GOI has become again a hot topic in Assam and North East! Recently, eminent people from Assam met Prime Minister, Dr. Monmohan Singh, incidentally an MP from Assam, and the talks have between ULFA-GOI has come back to centrestage again!

But, the much awaited peace as well as much expected actual ‘talks’ between ULFA-GOI may not take places, opines Kaushik Deka in his recent blog, According to him :-

“Strangely, there was no mention of Paresh Barua in the 45-minute long meeting at the prime minister’s residence. The yet-to-be arrested commander-in-chief of ULFA has repeatedly said that the separatist outfit will talk only on the issue of sovereignty. Obviously, no government can accept such a demand and Gogoi has already said that he would not wait till eternity for Barua to change his mind.

Bishnu Rabha paid tribute in Assam

Bishnu Rabha, known as ‘Kala Guru’ Bishnu Prasad Rabha (1909-1969) was paid rich tribute on his death anniversary on 20th June.

Assam Chief Minister Tarun Gogoi were among many prominent personalities of Assam who paid tribute to him, in a function held here, in which the Bishnu Rabha Awards 2010 were presented.

Bishnu Rabha was a very talented person who contributed immensely to Assamese culture, music. Many people believe he is one of Assamese people who pioneered ‘independent Assam’ concept with his famous dialogue on 15 August, 1947 ‘Yeh azzadi Jhutha hain’. He was a member of Revolutionary Communist Party of India (RCPI) and remained so.

AFSPA would be amended : Central Govt.

Finally, AFSPA ( Armed Forces Special Powers Act 1958) may be amended to make it more human, as per recent reports. AFSPA has been in force in NE and J&K for decades now and there have always been demands to repeal it.

Notwithstanding opposition from the Army and faced with reports of fake encounters, the government is planning to go ahead with certain amendments in the Armed Forces Special Powers Act which includes handing over of an Army personnel in case of extra-judicial killings to the state authorities.

While of late, Army officials have been raising issues and even terming AFSPA as a ‘holy book’, government sources feel that there was a need to give a fresh look to the act and make it more humane.

A draft note has been circulated to the law and defence ministries for their comments as the UPA government continues to strive hard to fulfil the assurance made by Prime Minister Manmohan Singh in carrying out a thorough review of the AFSPA and making it more humane, the sources said.

Assam Govt. may CBI probe to investigate autonomous councils

There has been many accusations about financial irregularities in various autonomous councils in Assam for long time now. MAC ( Mising Autonomous Council) was first to come under scrutiny for vast irregularities in financial allocations.

Talking to The Assam Tribune, the Minister in charge of Welfare of Plains Tribes and Backward Classes, Pramila Rani Brahma admitted that there have been allegations of large-scale irregularities in several autonomous councilsof the State and the Government has constituted a committee comprising senior officers to investigate into the matter. She revealed that the committee has started investigation of documents relating to financial dealings of the Mising, Tiwa, Deuri and Rabha autonomous councils. The committee has already checked the relevant files and physical verification will start immediately after completion of the process of checking the files.

ULFA is splitting again

ULFA is splitting again, according to Assam CM Tarun Gogoi.

Self styled ULFA Commander – in – Chief, Paresh Barua has been agaist talks for long time. He is last remaining top ULFA leader who has not been arrested. Also there are rumour that he has been arrested already but since he has not agreed to talks, the arrest has not been made public. Paresh Barua is said to have considerable support among hard-line ULFA cadres.

PC Haldar nominated as interlocutor for Assam peace talks

The stage is set for appointment of former Director of Intelligence Bureau PC Haldar as the interlocutor for the ULFA peace process, with Chief Minister Tarun Gogoi formally suggesting his name to Union Home Minister P Chidambaram here today.

Assam peace talk gets momentum

It is reported that Prime Minister Dr. Manmohan Singh is likely to meet leaders of SJA (Sanmilita Jatiya Abhibartan (SJA) shortly. This is taken as positive indication of gaining talks between ULFA and government of India gaining momentum.

SJA was organized by a group of conscious and concerned citizens on April 24 in Guwahati, where distinguished individuals and representatives from nearly hundred socio-political and ethnic organizations took part. The day long convention called upon both New Delhi and the ULFA to come forward for the negotiation table without any pre-condition (and further delay).

It can be noted that, this was the first convention held where almost all organisations took part in a single convention after long time in Assam. There were few disappointments when Dr. Man Mohan Singh, incidently an Rajya Sabha MP from Assam, were not communicative about the meeting between leaders of SJA. But this news should put everything into place and Assam may finally see some peace.
